The data owner asserts that the person has affirmatively opted in to marketing contact on this identifier. This is a statement about permission to contact, and is distinct from explicit_consent_flag (34), which is the supplier's affirmation that they had consent to collect the data in the first place. A null value means the owner supplies no opt-in signal, which is not the same as an opt-out: absence of a recorded opt-in says nothing either way. Suppression lists remain the authority on who must not be contacted.
